The Alternate Energy Revolving State Loan Program is a Residential, Utility, Commercial, and Industrial program for those who have energy efficient improvements made with the following: Solar Thermal Electric, Photovoltaic, Landfill Gas, Wind, Biomass, Hydroelectric, Solar Water Heat, and Solar Space Heat. The program offers up to $1 million to be paid in 20yrs at 0%. The following legislation set up this program: Iowa Code § 476.46, S.F. 376 , and S.F. 2389 .
