The Federal Bio-refinery Re-powering Assistance Program is a Tribal Government, Fed. Government, Municipal Utility, Investor-Owned Utility, Rural Electric Cooperative, Agricultural, Institutional, Commercial, Industrial, Local Government, Construction, Utility, and State Government program for those who replace fossil fuels with the following bio-refineries: Municipal Solid Waste, Ethanol, Bio-diesel, Landfill Gas, and Biomass. The program offers up to 50% of project costs. The following legislation set up this program: Re-powering Assistance Payment Instructions, 9004 Interim Rule, H.R. 8 (American Taxpayer Relief Act of 2012), and 7 USC § 8104.
